Certainly not $10-15 an hour, unless you want a long-term headache. My
advice would be to look at Chris Shiflett's blog entry from last year:

Using Chris's formula of 2.5x hourly wages, and using Indeed.com's
average salary statistics (available here -
http://www.indeed.com/salary?q1=php+developer&l1=new+york%2C+ny&tm=1 )
then 88000/2000 (50 weeks @ 40 hours) * 2.5 = $110 an hour, and more
for a "senior" developer.

This is in line with what I've seen in the city as a consultant and
developer myself.
