Yes you can do it through mysql directly, you can use a tool like  
phpmyadmin to make it a little easier and you will need to create the  
categories and sections in Joomla then do a replace with the joomla  
categories substituted.

That would be a simple explanation, of course there will be more  
details to fill in, but it is certainly a feasible thing to do.
