Why do you try to call php within php?
When you say $data = ......, you are already within php. So it should
be:
$data = "blah blah<br />".popbig('holster');
Should you be in the html part then it looks something like this:
<body>....
blah blah<br /><?php echo popbig('holster'); ?>
.....
</body>
