I think David would have the best advice for this type of thing, but there is
one perspective you seem to be overlooking. Instead of trying to quantity the
cost based on the perceived value of the software, maybe you can quantify the
cost based on the amount of time you estimate will be involved combined with
how valuable you believe your time to be.

I think you are the best person to give such an estimate.
