They have used words "strong knowledge" in their requirements. Hence for this
kind of requirements, 7$ to 10$ is low even for outsourcing of work to Indian
sub-continent. Typical outsourcing rates for PHP starts from 10$ and
generally ends around 20$ to 25$ depending upon expertise in number of
areas.
