You "set up" a URL by buying a domain name and buying hosting from a
hosting company.
Then you write PHP (and Actionscript) code and upload it to the hosting
site you bought.
If you're a designer, I suggest that you find a developer to do your
development work for you. Developing a site isn't as simple as
designing something that looks nice - you have to be able to write software.
